Car Cost Policy

  1. This Policy has been established in a manner outlined in Section 2.11 of the Outing Club Bylaws on 5 July 1994, adapted partially from 6 September 1988 Car Cost Policy meeting minutes, and presented to the Executive Board on 1 November 1994. This Policy may be amended by the Trip Leader Coordinator, and will become binding upon presentation to, and approval by, the Executive Board.
  2. Reimbursements, if any, to drivers need to be done at the end of the trip, and not prior, or during the trip. These reimbursements will be done to off set (sic) the cost of the transportation, not as a payment to the driver for services rendered.
  3. The trip leader(s) shall establish a car cost policy prior to the trip and communicate it to the drivers, as well as to the trip participants. As long as the policy stated meets with rules, laws and other guidelines set by the State, University of Wisconsin units, Hoofer Council, or the Outing Club, the policy set by the trip leader shall stand, and may not be overturned by the drivers, trip participants (sic); nor can it be overturned by the Executive Board after the trip has been completed.
  4. The trip leader(s) may establish a car cost policy from any of the Options outlined below, combination of the Options, or any policy to their liking. If no policy has been established, the Tomchick option outlined below holds.
  5. Drivers are in the Policy defined as trip participants that are driving their own cars. Riders are defined as trip participants not driving their own cars. Trip participants are defined as Hoofer Outing Club member (sic) and their guest trip participants only. This policy does not extend to non-members or guests. All trip participants traveling by the University fleet vans are considered riders, whether driving or not, for the purposes of this policy.
  6. Minimizing the number of vehicles is desirable in order to minimize the costs. All vehicles should have a similar proportion of their capacity full.
  7. The Tomchick Option: All of the gas cost for the trip is added up (defined as cumulative gas cost hereafter), and divided equally among the riders only. The drivers individually pay for non-gas car expenses, which is defined as their own cars' depreciation, insurance, car admission stickers, citations, and any other expenses associated with the car.
  8. The Sklavos Option: All trip members divide the total cost of the transportation equally among all cars. The cost of transportation is the cumulative gas cost plus $0.10/mi for small cars, $0.12/mi for medium cars, $0.14/mi for large cars and pick-ups.
  9. The Mullens Option: The cumulative gas cost multiplied by 1.5 is distributed equally among the riders. Drivers pay for non-gas car expenses.
