Outing Club Constitution

ARTICLE I: Name

The name of this organization shall be the Hoofer Outing Club of the Wisconsin Hoofers, herein referred to as Outing Club. The address is c/o Memorial Union, 800 Langdon St., Madison, Wisconsin 53706.

ARTICLE II: Purpose

The Outing Club shall be a nonprofit educational organization to: a) promote the education of members in outdoor activities; b) foster interest and participation in outdoor activities by providing and developing leadership, instruction, programs, services, and equipment; and c) educate in planning, organizing and executing programs related to conservation and community affairs.

ARTICLE III: Membership

  1. Any member of the Wisconsin Hoofers may become a member with all rights and privileges.
  2. The Executive Board may grant honorary life memberships in the Outing Club. However such members must be a member of the Wisconsin Hoofers to exercise their membership privileges.
  3. All past Outing Club Chairmen/Presidents shall be granted life membership in the Outing Club.

ARTICLE IV: Executive Board

The Outing Club shall be governed by an Executive Board consisting of a President and a Vice-president elected annually by the Outing Club, the Chairman of the Water Safety Board, and other other officers chosen in accordance with the guidelines for such offices set forth in the bylaws.

ARTICLE V: Water Safety Board

All aspects of water safety shall be the responsibility of the Water Safety Board. This board shall be self governing and independent of the executive board. All rules adopted byt the Water Safety Board for its own governance and operations shall automatically become part of the Bylaws of this constitution.

ARTICLE VI: Amendments

  1. Amendments to this constitution must be proposed to the Outing Club membership by a two-thirds vote of the entire Executive Board.
  2. The proposed amendment must be posted on all Outing Club bulletin boards for at least the six days prior to the Outing Club meetings at which it is to be voted on.
  3. The proposed amendment shall become effective when it has been approved by two-thirds of the voting members present at two regularly scheduled meetings of the Outing Club, approved by the Hoofer Council, and the Union Council.

ARTICLE VII: Bylaws

  1. Bylaws not inconsistent with this Constitution may be proposed by any Executive Board member to the Executive Board.
  2. Once proposed to the Executive Board the proposed Bylaw must be posted on all Outing Club bulletin boards for at least six days prior to the Executive Board meeting at which it is to be voted on.
  3. The proposed Bylaw shall become effective when it has been approved by a two-thirds vote of the entire Executive Board.

ARTICLE VIII: Restrictions

Nothing contained in this Constitution or in the Bylaws adopted hereafter may violate the Constitution of the Wisconsin Hoofers.
