Terrestrial Safety Review Procedure

- Anyone can initiate a Terrestrial Safety Review Procedure. (Hereafter referred to as a t.s.r.p) By virtue of initiating a t.s.r.p that person will automatically be the t.s.r.p chairperson. That person will then select or solicit the advice of at least two (2) other Hoofers. They will then form the t.s.r.p committee.
- Because a person has initiated a t.s.r.p they feel that an announced Hoofer trip may be inadequately led or poorly planned. The chairperson MUST then demand that information be supplied by the trip leader in order to assuage the concerns of the t.s.r.p committee.
- That information shall consist of:
- Itinerary- which shall include:
- Dates of trip- beginning and ending.
- Time and place from which trip shall begin.
- Trailhead from which trip will leave. Trailhead includes:
- name of trailhead
- name of the national, state or county park/wilderness in which trailhead is located.
- State in which the national, state or county park/wilderness is located.
- Major features/highlights for the trip. EXAMPLE: Up Temple Peak through Triangle Pass.
- Phone number of ranger station administered by that national, state or county park/wilderness.
- Phone number of sheriff of the county in which the national, state or county park/wilderness is located.
- Phone number and address of the hospital located nearest to the national, state or county park/wilderness.
- Gear List- which shall include:
- Clothing
- Medical supplies.
- Activity specific equipment.
- Group cooking supplies
- Food list and menu.
- Conditions expected. Conditions should be specific and include local weather patterns as well as relative temperatures to be encountered.
- Trip member self-assessment.- Based on the above information provided, do the trip members feel that they are capable of participating in this trip?
- Contingency Plans
- If, in the judgment of the committee, a sufficient presentation of the information has been provided to assuage it's concerns, the committee shall cease activity and disband.
- If, in the judgment of the committee, an insufficient presentation of the information has been provided, the committee then presents its findings and recommendations to the Hoofer Outing Club Executive Board.
- The Hoofer Outing Club Executive Board can then:
- vote to approve or cancel the trip
- to set conditions for approval.
- provide an opportunity for the Trip Leader to defend his/her position.
- initiate the Leader Assessment Procedure to be presided over by the appropriate activity chairperson.
